Human Resources requests the Commission review the proposed language, inform staff if edits are needed, and direct Human Resources staff to:- gin the process of offering to meet and confer with represented employee organizations regarding the proposed edits to Civil Service Rule 10.5 I (1).
- At the conclusion of the meet and confer process, return to the Commission and seek approval to update Civil Service Rule 10.5 I (1).

- Public Health Nurse I/II – Department of Health Services – Position Review Classification Study
David Phillips, Hunman Resources Analyst
Recommendation: Approve the reclassification of four Public Health Nurse II allocated positions to Senior Public Health Nurse, as assigned to Disease Control of the Department of Health Services, and retain the incumbents in accordance with Civil Service Rule 3.3 B. One of the incumbents was at the Public Health Nurse I level during the course of the study and was recently alternately promoted to the Public Health Nurse II level in September 2025. As this incumbent does not have sufficient experience to meet the minimum qualifications for the Senior Public Health Nurse level, the allocated position held by that employee will continue to be underfilled at this time.
- Business Development Manager - Permit Sonoma Department - Position Review Classification Study

Recommendation: Approve the reclassification of the studied Business Development Manager position to the Department Administrative Services Director classification and retain the incumbent in the position in accordance with Civil Service Rule 3.3(B).
