HAC Rehabilitation Loan
The Housing Assistance Rehabilitation Loan Program offers eligible SEIU represented County employees up to $15,000 in financing for health, safety, and weatherization-related home repairs. Loans are fully amortized for up to seven years at a 3% interest rate.
Please print, complete, and sign all application materials. Original documents may be submitted through the County courier system to SEIU Housing at the Community Development Commission, or delivered in person at 141 Stony Circle, Suite 210, Santa Rosa, CA. You may also email scanned copies of your completed application and all supporting materials to seiuhousing@sonomacounty.gov to begin the process; however, original documents must still be submitted to our offices.
Before applying, review all program requirements and application forms carefully. Applicants must provide information on the proposed scope of work and bid amount. You are responsible for selecting a licensed, bonded, and insured contractor and must include proof of the contractor’s valid state license, bond, and insurance as required by the State Contractor’s License Board.
Applications are reviewed on a first‑come, first‑served basis.

Eligibility
Employees must:
- Be permanent full-time, part-time, or extra-help employees in an SEIU Local 1021–represented job classification with at least 2,088 hours of contributions to the Housing Assistance Program Fund; and
- Be the legal owner and occupant of the real property, or the registered owner of the mobile home eligible for rehabilitation.
Loan Terms:
- 3% simple annual interest.
- Repayment will be made through semi‑monthly payroll deductions.
Repayment Period:
- $1,000–$2,999: 2 years
- $3,000–$6,000: 3 years
- $6,001–$10,000: 5 years
- $10,001–$15,000: 7 years
Eligible Improvements
The following are examples of repairs and improvements that may be eligible when they address health and safety concerns or enhance weatherization. This list is illustrative and not exhaustive:
- Installation of dual‑pane windows and removal of existing windows
- Installation of a new furnace and/or ductwork
- Replacement of roofing
- Installation of a new water heater
- Repair or replacement of termite or pest‑related damage
- Exterior repairs that improve weatherization
- Replacement of exterior home or garage doors for weatherization purposes
- Repair or replacement of flooring damaged by water or other causes
- Installation of insulation for weatherization
- Installation of weather‑stripping around doors and windows
- Removal of trees or landscaping that compromise the structural integrity of the home
- Repair of driveways or walkways to eliminate trip hazards
- Installation of ADA‑approved ramps and/or removal of physical barriers
- Replacement of faulty, damaged, or outdated wiring
- Replacement of toilets or sinks that are damaged or in need of repair
