Substantial Amendment to the 2025 Citizen Participation Plan
On January 28, 2025, the Sonoma County Board of Supervisors approved the 2025 Community Participation Plan (CPP) for the 2025-2029 Consolidated Plan. The updated CPP removed language related to certain procedures that were followed during the pandemic and associated waivers permitted by the U.S. Department of Housing and Urban Development (HUD) that are no longer applicable, and the updates also provided clarification on the public participation process. Additionally, the title of the document was changed from “Citizen Participation Plan” to “Community Participation Plan” to foster inclusivity in public participation.
The Sonoma County Community Development Commission has prepared a Substantial Amendment to the 2025 CPP to provide further clarification regarding the public participation process, revert the name of the document to “Citizen Participation Plan” to be consistent with HUD terminology, increase the threshold that triggers a substantial amendment for changes made to previous federal funding awards, and add new language explaining the circumstances that constitute a minor amendment to an adopted or approved plan.
Notice of Availability for 30-Day Public Review
A draft of the Substantial Amendment to the CPP Plan has been prepared and is available for review and public comment from October 22, 2025, through November 21, 2025, at the following locations:

- A hard copy at the Sonoma County Library, Santa Rosa Branch, located at 211 E Street, Santa Rosa, CA 95404 and available during regular library hours.
- A hard copy at the Community Development Commission office, Monday through Friday from 8:00 A.M. to 5 P.M. at 141 Stony Circle, Suite 210, Santa Rosa, CA
- A hard Copy at the Board of Supervisors’ Office, Monday through Friday from 8:00 A.M. to 5 P.M. at 575 Administration Drive Room 100 A Santa Rosa, CA 95403.

Notice of Concurrent Public Hearing
The Sonoma County Community Development Committee and the Cities and Towns Advisory Committee will hold a concurrent public hearing to hear public comment and to review the draft Substantial Amendment, and make a recommendation to the Board of Supervisors. The concurrent public hearing will be held on the following date, time, and location:

Adoption of the Substantial Amendment to the CPP by the Board of Supervisors is tentatively scheduled for January 2026. Written and oral comments received during the 30-day comment period will be forwarded to HUD with the Substantial Amendment.
